When you don't have 100/100 in your corporations it usually means they are losing money or not making the right profit.

This is especially important now. If you have 100/100 in all corps, it literally helps everyone!

That feature is only concerned with the 1 corp/ 500k people ratio (or is it 1/750k?); it will keep building corps without caring if the ones it built before have 100/100 or not. Until it meets that ratio.
