Each world has a Security Council that can give funding to new leaders, or others in need who are at a very low 'Game Level' and low 'net cash' SC$.
Find the Security Council topic in the world section, post your leader name, country name, and give a brief summary of what your country is doing and why you need funding.
Someone should be able to review your request and possibly make a proposal for you to get funding if you qualify.
There are 3 stages:
1) Get a Security Council member to submit a Proposal for you.
2) Security Council vote to approve or reject.
3) General Members vote to approve or reject.
If approved, the cash SC$ is auto-matically sent to your country cash.
