What the duece? (Kebir Blue)

I have no idea whats goin on,
1. 3/4 of my corps are makin money but are lacking employees, ive done upgrades to all of them but it still says that its insufficient.
2. im working on building my military buyin weapons here and there little by little, but when i go to reactivate them out of 800 it will only let me have around 80 give or take, how do i change that? is it worker related?
3. i finally have my pop at 10m but its not letting me go to level 2.
any help with this would be greatly appreciated its annoying the hell out of me. lol

1: looks like you have too many corps for the number of workers. Your corps are competing for the few workers there are. Check salaries, they may be high because of this. Close a few state corps and free up some workers. If you just purchased more population, they wont show up in your workforce until the next gamemonth.
2: you're only allowed to re-activate 10% of your total each gamemonth. Makes one think twice before deactivating them.
3: might have to wait until next gamemonth. If it doesnt go up contact the GMs directly and ask. It'll be a glitch then.
