How do I BUILD FORTIFICATIONS? (Kebir Blue)

I am new and have no clue on how to build fortifications. Also, how do I move my troops inside my country? They're all centered in one area away from my capital. I want to put them near there and the bases.

Trade > products in stock > buy [select product]

Moving:
War Index (link) > show land troops > [move] (link on right of each unit line item)

I can't find Fortifications under the buy list.
