How to get public or privare corparations?

Hey. I think it's time for my country to have some non-state corporations. 14M pop and growing fast, indexes are all high, welfare is over 120. How can I get CEOs to buy or create corps? Is my tax rate of 28% too high?

Also I have some back to work schools and special clinics. Are they useless without private/public corps? Number of housewives keep dropping but disabled is still increasing.

Seems to take ages for those schools and clinics to show results but yes, more private corps allows more to be retrained/rehabilitated. You can see some numbers on their pages but its hard to make any sense of.

Do lower your taxes, 0 - 15% suits most I would say, main thing is having enough of all worker types and keeping a good welfare index, at least 100, if not over 120.
