How to understand factory utilization?

I'm referring to the trade>World market>factory utilization-last-month-screen.

Where, for example it says there were 3 corporations producing radar planes and their production capacity was 1, how can the 'Production last month' be 79? (and utilization thereby 7900%)

I figure it's best to treat the "supply and demand" page as the total of open offers and open requests for products for the month... and "factory utilization" only as the total of new offers and new requests for products for the month.

I'm skeptical if "factory utilization" has anything directly to do with the utilization of factories, other than the fact that most new supplies are created by factories.
