Soooooo, let me see if i understand this correctly.
In order to achieve Level 3, apart from all the peaceful domestic stuff i also need to do the following:
1. Win one war
2. Raise my Defensive index all the way to 80
Am i correct? |

You could change the requirements to peaceful, so you dont have to war just now. You can always change it back later free of charge |
