My corps are running around 107% production and i just raised wages to 170% from 150% in the hope that this( wages), is the way to increase production....am i mistaken?

Yes that helps. Not only do wages raise production but the country welfare (not food stamps) index helps as well.

education, health, etc?...i am upgrading all of these more and have just jacked my wages to 200%.

Having higher indices in Education, health, etc will increase the welfare of your country. Also social security index will help.

From the Documentation:

The welfare index is taking the lowest value of several other indexes:
The Health index
The Education Index
The Transportation index
The Supply index + 30
The Employment index + 40
The Social Security Index + 10
The Government Salary Index

A last factor in the welfare index is the game level of the player. The higher the game level, the higher the index will be.

The index can fluctuate between 50 (and is some cases even lower), and 130.

I believe a good proportion is to pay 75$ the government workers for every 100$ you pay the corporate workers.
