how can improve my war index?
the war index, according to what I understand, it's like the "life bar" in your country / empire, but do not know how to improve it under level up my game

can someone guide me in this?

It's quite simple: Just buy all the defensive fortifications needed to reach the maximum number (150). Then you'll hit war index 100.

How deploy defensive fortifications ?

Once you buy them, they are deployed automatically. You just need to provide the garisons. You can also move them around on the map.
