Trouble with employment/education

The Kingdom of Benninio of White Giant is experiencin a strange issue - some of the corporations are working below 50% of the capacity and blaming shortage of workers.
Meanwhile the Labor department statistics show more unemployed people in each profession than shortage (required for 100% production).

What gives?

You have 0 unemployed Executives, might that be the problem?
Mind: if you have only enough Executives for 20% Hiring in a Corp ALL types of workers will only Hire for 20%
