Put majority of military into reserves,lower social security payments,raise corporation's profit share to 95%.decrease number of hospitals.this will lower life expectancy thus lowering social security payments and health care costs.lower corporation tax to 25% or as low as 20% and search for ceos to build in your country.good luck
