I'm a fairly new player. I've been able to steadily increase my Health Index, but my Life Expectancy keeps dropping. Am I doing something wrong?

Be grateful. People with pensions only cost money and generate very little in return.

But to answer your question, it takes time for it to take effect. Asuming your health index is above 80 (the starting point for most c3's) it will take time for it to effect your population.

Some general advice: a health index around 120-125 is the most optimal for newer countries. There is little extra gain and a lot of extra expenses of you raise it much higher.

Letsie is correct. Changes in (for example) life expectancy will take a quite a while to take effect.
Please give your population time to figure out how hospitals and vitamin supplements work!

Just in case though, I'll have a look at your country and see if anything out of the ordinary is going on with the life expectancy.

I guess I made a mistake when I selected this country then, the Health Index was in the mid-50's when I got it.

Don't worry to much about your starting country. The step from an index in the 50's to an index of 100 is not that big.

Once you get above the 100 the costs go up fast.

While c3's might have some variety in their indexes, new presidents always get similar starting conditions.
As you become president the country is "altered" to fit within the starting parameters we've set.
This obviously doesn't apply to taking over a country by other means.

Either way, don't worry too much about it, as your country matures the starting conditions will become irrelevant to your sustained growth on all fronts.
