Does 'Find and Accenpt or Cancel Contracts' mean that the products needed by the country will only be supplied by local corporations?

it will look at all local then common markets 1st.
IF you do not make lets say, Gas, and no one in the CM makes Gas. then your country will be forced to buy gas on the world markets.
