There's a sharp decline in production capacity. The number of low level workers needed for 100% production, for instance, increases from 600000 to 1 million despite there being no change in number of corporations.

Then there are so many unemployed workers who do not automatically fill up the posts. I've switched off automatic production and hiring as well as salary.

This severely impairs my economy.

Hiring 101 : If your corps are short of ANY worker type then they will lay off an equal percentage of ALL worker types, if you are missing 10% LLW then you will also miss 10% senior executives, regardless how many are sitting around unemployed.

LLW do get trained up to higher level workers so you will probably see a fall in their numbers hence the increase in numbers needed for 100% hiring/production.

Solution ? You can demote skilled staff to LLW, MLW or HLW and so make up the numbers.

You can buy extra population.

If your shortage is in the realms of a million or so as you say then look at closing a couple of your less worthy corps to free up the workers.

And you can take C3 countries to rob their population, depends how new you are but that might want to wait a while.

PS, having checked your country, ideally you want your education priorities to total 120 and use that total to distribute your education around what you need. Executives are your main hiring problem at the moment, the rest of hi-tech isnt far away from ok, and I think a corp closure is in order.

Also note that your soldiers come from your LLW so that recently ate a few.

And you are going to have big issues with hospitals and schools closing if you don't keep some reserves of teachers, nurses, doctors etc. Some you are completely out of.
