Hostile takeover of privately owned corporations

Out of curiosity I would like to ask the following question.

Can a CEO bid on a privately owned corporation of another CEO?

This is because there is another CEO in my country who keeps his salary index levels at 100, and he does not react to my requests to change that to a level of at least 300. So, I was looking for other measures to take him out.

It could start a war though....

Well, tell that to the CEO who keeps the salary levels at 100 and ignores my requests to do something about that.
