How long from purchase until it shows up in actual spending space for the country it was purchased for? Seems to not be immediate, will wait until next parsing phase, and try again.

Apparently it does not do anything at all. No increase in military spending. Neither shown on the booster page in an amount, though it is showing it was purchased, and another could not be purchased for the same country nor in products trade and sell, nor in setting up units. Checked periodically through out the game month. The following game month, no booster shown to apply as it was the previous month (figured it might have gotten hung up.) No increase in military spending the following month for the country it was purchased for.

The Grand Duchy of Ney and related enterprises is taking boosters off it's purchasing list.

It should be immediate. If you purchased something on a contract, it is possible the game allowed you to go over the initial limit and the booster and the booster just brought you out a negative. I have had that happen a few times.

I'll review the month in question's sales. I have no contracted military supplies at this time for the country in question. I do not have a working relationship with an entity that can provided needed quality products, and my enterprises are behind in working the defense industry up to norms. I did purchase a single ammunition order on a direct trade. However, that was less then the booster provided spending space for, not taking into account extant spending space of 150 billion per month per country per the documentation. Possible that the booster provides the spending boost only as a one time parse deal, regardless of the spending amount being less?

Chalking the singleton gc loss off to experience.

I've also idea this booster a few times over the past weeks and to me at least it seems to be working just fine.
Whenever my buying cap was reached I actived this booster and I could by extra units again. The booster triggerd even if i only went 10B over my normal spending limit. All of my purchases were made manually.
