High unemployment??

I am having issues with employing my citizens. I need high tech engineers but I am not sure how to do that. I have the number under education set at 28 but I don't get that many per month. how do I fix this? how can I employ my citizens correctly??

Country Name and world?

If your country does not have a high percentage of youth you won't produce workers quickly. If your country population is declining you won't be able to keep staffing your corporations in the long run and you'll have to start shutting them down. Make sure you have a good education index.

If your population is increasing just keep your education index high and eventually you'll have enough engineers to staff your corporations.

Also you should convert some hospitals and universities into special clinics and back to work schools if you have private corporations in your country.
