How to declare war?

I just started out and wanmted to test my millitary how to declare war?

Wow, okay. War mongering huh? Just throwing war declarations willy nilly? War shouldn't be for "testing military". If you don't know how to declare war, perhaps maybe you shouldn't start one.

Go to your war page, scroll down to the map. You can either click a neighbor or type in a country name.
