My country adds around 11,000 people every game month. When I lower social security payment down to 50%, they stop moving into the country. Are those folks from C3 who are looking for free lunch? If they are, GM had better feed them well. |

Migration depends on welfare, employment and salary levels in your country.
Migrants don't necessarily come from C3's. Movements are world wide. I'm sure player controlled countries are less likely to have a negative migration. |
