How education index is calculated?

More schools and universities, the higher the index. However, make sure they are balanced. Adjust your education priorities to increase teachers and university professors if you don't have enough.

Do I need to increase teachers in order to get more managers? Also how does the education priorities work? Is it the higher the number the more priority or is the lower the number the more priority?

Higher priority number would generate more of those types of workers.

You need to get many teachers and univ. teachers and build more schools, high schools and universities.

get your education index to 150 to 180 and your education will produce many more professionals of all types.
