Why I can't my Enterprise buy My IPO Country Share?

Please help.
I need advise on how my Enterprise can buy shares of my Publicly Owned Corporations inside my country.

Do you control the public corp? If so, then after the 15th of the month do 1 of the following.
Go to your country shares page and sell the desired number of shares for that corp OR go to the corp page and IPO new shares.
From your enterprise locate that corp and buy shares.
If you do not control the corp all you can do is place a buy order and hope that it will be filled.
