Contracts not working

it's happening this: i have some contracts between some of my corporations and my own country, at the start of the month when the corporation should sell materials to the country i receive the message

"Contracts not kept. The quantity promised in contracts exceeds the current production."

but the production actually is higher than that and furthermore the corporation has in the stock (and not offered to the market) the exact amount of the contract.

why it's happening?

Did you have the country accept the contract? There is a month delay for the contract to start. On the corp page look at the amount reserved for contracts and accepted contracts.

A few days ago on WG for some unknown reason no contracts were filled for a couple of months.

yes the problem is the month delay... i guess, i didn't know it
