My migration index is 58 and I am getting 0 migrants one way or another. Is the migration index basically meaninglessly?

Assuming the migration index is meaningless and I want more population (currently at 14 million and my death rate is about the same as my birth rate), if I conquer an NPC (using the air war guide) can I just steal large portions of their population?

If your nation has 14 million people, and your death rate and birth rate are nearly the same. I am going to guess you are a 'free to play' player? Free players have severely reduced birth rates. Additionally, they are capped to a maximum population of under 20 million. If you want to grow larger than that, you'd have to become a premium player.

Additionally, from what I've heard, the 'air war guide' is out of date, and contains information that no longer accurate for the current version of the game.

Also, migration isn't meaningless, but it is a very small feature. Migration only takes place when a country is failing, and it's citizens are trying to relocate. Poorly managed countries cause citizens to leave, they then choose their destination based on Migration index. If there are no countries 'pushing' migrants into the pool on your planet, then you won't get new migrants, no matter how high your migration index is.

State of Person on White Giant. Yes I am free to play because it's been less than a week since I started so I might or might not upgrade later on.

So for all intensive purposes having a high migration index will not speed up my population growth meaningfully. Thanks for the advice on the air war guide.
