War level 2 in 2 wars

Wasn't supposed to fight more wars at level 1?

After 1st war, that got me frm 0 to 1, starting second war there was no option to fight war level 1, only war level 2.

It was changed a while ago that each victory increases war level by 1.

Each war you win increases your war level by 1.

The next upgrade, will make wars against C3 countries in war levels 3 to 7 easier.

John Galt can tell you a lot about the effort required in higher war levels.

the next upgrade, not only makes WL 3 to 7 easier.
It is also making other war levels a little easier.
There will be 24 WLs.

We are updating the documentation to reflect recent and older changes too.
