How to buy weapon and ammo upgrade my leader country the united empire of rome has a huge navy and I want to upgrade it to make it as strong as possible

A fair warning: upgrading units is rarely worth it in the early game. Having said that you can upgrade them in the war page.

Could you be so kind as to tell me on what world you are playing. I'm not as experienced as some of the other players but maybe I can give you some helpful advice.

It seems to me that you have a decent grasp of the most of the game mechanics.

My advice would be to get a ceo and put those armies in there. You cannot maintain those active armies with your current economy. Your debts are going to crush you and that would be an active player.

Edit: and that would result in the los of an active player
