A fair warning: upgrading units is rarely worth it in the early game. Having said that you can upgrade them in the war page. |

It seems to me that you have a decent grasp of the most of the game mechanics.
My advice would be to get a ceo and put those armies in there. You cannot maintain those active armies with your current economy. Your debts are going to crush you and that would be an active player. |
