Lvl 3 advancement

Hi there, I'm new to the game, been around for a couple weeks.
So far i've been playing with my indexes, trying to get good values while not going into bankrupt. I think so far I'm doing fine.

My question here is regarding the level 3 requirements. I've noticed I need more fortifications in order to improve my war index but I have no clue on how to do that, i've googled, looked into the wiki but there's no advice on how to do it.

Also, I conquered the country I first attacked and kept it. It's been loosing money by a lot over the years even though it has positive profit. Any tip on what might be happening?

Hi Exequiel welcome to the neighborhood. Surprisingly I may know what you speak of. If you go the Army tag up on top left and go to offensive or defensive weapons And then you can pick offensive fortifications or defensive depending on which one you choose. I hope this helps there will be some very knowledgeable guys along shortly I hope this helps you at least temporarily

Max I guess is 150 so probably buying 100 would be enough to rise my war index and achieve level 3:

Overall the game seems pretty interesting, not as much for me to spend some money (cause I usually don't) but I think it lacks of tips. Maybe few youtube videos showing how to achieve early levels could help. Wiki and other posts provide some info but for a 100% new player aren't that easy to follow.

yea @ zeke vita buying fort will definitely increase your war index level 150 forts is the maximum you can purchase.. as a new country I don't think buying 150 forts now is Advisable for now.. just purchase the required fort needed for now that will be enough.. I'm not conversant with the required number you need on the go for that.. but you may try buying 50-60 forts for now.

Exequiel when you check your game level, try changing the way your empire is judged. Changing it from "include defense" to "peaceful" may put you over the top.
