How to improve employment?

New player, how do i improve employment? i only have a employment rating of 37 with 2 million low level workers unemployed and 1 million medium level workers unemployed. I also have a shortage of teachers and nurses, so how would i get more people to go to those jobs?

Not sure how you can encourage the unemployed to be hired by corporations with low hiring percentages, but you can solve your teacher and nurse shortages by adjusting your education priority.

You can find this under the Department Tab at the top > Education > Education Priorities. Increase the values for your teachers and nurses, but try to keep the total priority value at a suggested 120 by lowering the other values.

If you started in the last day or two, I would suggest you find a new country with better stats.

Look around at other open countries and you will see countries with better numbers.

And in addition to the previous suggestions, consider to exchange workers with other countries, some countries need your surplus workers and your country needs workers that the other have.
