I am not using this function much but at the time, I wrote the code.
There are two free ways to do so.
One is an exchange of population between countries in an empire.
The function is in the empires menu.
You can move up to 1.000.000 people each game month, provided the contributing country keeps a minimum of 35 millions after the transfer.
The receiving country should not end up with more than 600 millions.
The transfer function tries to compute proportional numbers matching the numbers of people in each age group.
The other way is to exchange professional.
you can transfer people from specific professions. (The function is in the labor menu).
If you transfer between countries in the same empire, you can transfer up to 400.000 each game month. There is no need for mutual transfer and no permissions as you o
