People not working?

So there's two CEO controlled corporations in my country that don't have full employment looking in the educational priorities screen it shows how many unemployed of each type of workers are unemployed and how many I need for full employment. The number of unemployed people are greater than the number of people needed for full employment in every category. It's driving me crazy, why won't they work?

Likely the CEO has hiring and production set to automatic. It will lay off workers when product isn't selling and rehire when the market is better.

If the CEO is not doing her best, and you have so many workers, build corporations.

check if you have any natural resources in the country and use them.
