The reduce the number of soldiers, you need to sell or inactivate your military equipment. Your military labor needs will take priority over your corporate labor needs so do be careful when building up your forces. Officers are taken from the Medium Level Manager pool, and soldiers from your Low Level Worker pool.

People on the forums are usually happy to help, but you'd have to provide your country name and the world that your playing on.
