Contracts for weapons and defence

How do you stop contracts for defence such as munitions and hardware?
I have tried stopping them on the consumption of contracts page where it says cancel all contracts , however it's not cancelled them?

I do not understand which page you are talking about.

the consumption page just shows how much is used by your country.

if you have an army, it will use ammunition for training.
did you create a contract with someone?
