It is my understanding that low level workers can become mid level workers over time, but that the military only draws the low level workers.
Do these low level workers not advance to medium?
Or do they advance, and get replaced by low level workers from the worker pool?
Also, is there a way to have mandatory military service for 2,3 or 4 years, for all members of the population? It would in theory make a better pool to draw from in times of war, but I don't know if that is reflected in game terms.
