When a new contract is set up, the automatic retain for contract doesn't work correctly.

For example:
Military Supplies corporation produces about 1.6 million units per month.
Company has a new contract for 140k units, so it sets the reserve for contracts to 140k, and sells the rest.

Then it goes to meet the contract, and it doesn't have 140k above the reserve, so it retains the 140k, and shorts the contract.

That is one possible explanation, another is that it tries to fill the order at the start of the month, has none in reserve for the new contract, then produces 1.6 million, retains 140k, ignores the contractual obligations to sell the rest on the market.

Which ever way that it calculates it, the result should be
1) production is calculated
2) contracts are honored
3) reserve is kept
4) surplus is sold

But this is not what happens.
