National corps were added long ago as a part of the introduction of CEOs. Those corps couldn’t be purchased by CEOs, and so you could choose to block CEOs by making them national. Otherwise any ceo player could buy them.
Since then there have been changes that made this feature obsolete. Currently, it serves no purpose, if block CEOs.
