Automation Settings

I've turned off all automation settings for my country however schools, hospitals, and corporations are being created automatically. Am I missing some setting. I've unchecked everything under Automation except the tips. Any help would be appreciated.

Until you reach game level 4 the automatic setting will continue to try and save your country whether they are checked or not. To stop that prior to game level 4, build them yourself to above a 120 index.
