He means people like Nix and King Hezekiah. The types of annoyances we wish to deal with more directly.

Nix was annoying but hardly a pest.

King brought me lulz and annoyed Stuart.


Neither required a special Fed to "deal with them".

You should have a better defined ideology for your Federation...
