What if somebody wats to join a strong federation on WG, where do they sign up for it? For example, a federation that is above war level 0?

Well for example if yah pop off like this negative 911 clown I suggest you stay in war level 0. If you want to learn the game than find the strong active feds and start messaging the chairman maybe form some economic ties.You will learn the game alot faster if you do,regardless if it is a war machine or economic.
