The boosters page has a seperate population booster link for TA.
did you try to use it?

The booster works once per game month.
There are no limitations.
You can use it up to 6 times each day and it is good for 200.000 people per game month.
used to be 100.000.
The population grows immediately when you use it.
Distribution to age groups and professions takes place during the next month run. |
