Act of War on UC (Golden Rainbow)

I am no high offical in UC or anything, but I am not stupid...from watching my own empire and the news, the leader of Tinkerbella has been declaring on UC members all over Golden Rainbow. And I say act of war since it is multiple dec's on multiple UC members.
