Nuclear free zone (Fearless Blue)

I have a country that I wish to make a nuclear free zone, yet I cannot destroy my last strat base and airport, why not?

Bases and airports are like all govt. infrastructure, not sellable alas.

Edit: Maybe that only gives you 99% damage. If so, you're stuck with them.
