War Tactics & Questions (Kebir Blue)

I have two questions about war. First, what does painting enemy territory do for war? Second, how do you raid a C3 for cash?

Also, if you have suggestions or tactics for war, please post here.

Painting takes up to 30 points off of the enemy war index (WI), not totally necessary for taking a C3 but helps, just about a must for taking a country with a 100 WI.
Once you've taken a C3 you can move any money out of it to your main country. (Do your sums, the cash in a C3 is not a lot and if you dont know how to take a C3 economically it may not be worth it).
Read through the forums, there are umpteen threads about war strategy, especially about taking C3s, (use the keyword search).
