I have a bunch of small Supply Units with the same configuration. They all have some 252 officers and 609 soldiers, but a few of them have up to 3,052 officers and 7,109 soldiers..?

yes, when your supply units grab the weapons out of the base to transport to the base... those officers and soldiers will be listed as a part of the supply unit

sometimes, when you dismantle garrisons. the weapons will be taken out, and put into the supply unit. and if their is not a second mission for the supply unit, they may sit their, rather than be placed back into the supply unit.

assuming you have other units, like interceptor wings. those weapons will eventually go back to the country stock, when the supply unit is needed for something else. if not, or to speed up the process. you can just dismantle the supply units.
