How to get a army to a million without spending to much money?

Become a republicon and pretend thou does not needeth taxes to pay for thy military.

1: *republican
2: "thou dost not need" or "thou needest not"
3: Become a democrat and sell off all the weaponry, leaving only soldiers holding broomsticks. You'll still have a million-man army, on the cheap.

Stop bombing the world and you don't need to waste money on big armies.

Humanitarian and development aid is much cheaper! Not to mention, that if the bombing stops then future generations will not grow up with a vendetta against the bombers for having lost their parents to such bombs.

Cut the government salaries to 75 from whatever level they currently are.

Crazy is right cut government salaries to 100 from 400 and you should be good

there should be a way to have as many soldiers as you want in your empire?

in the real world, some countries have every citizen be trained as a soldier for a certain number of years. this is so they are well equiped to survive if any war comes to the country. in simcountry, this should be an option. i certainly would like every single citizen in my empire to be trained in soldiering duties, say from when they are age 18 to 24. yes, 6 years of their lives to the military so they can go through all the military divisions (army, navy, airforce, marine, etc). after that, they can decide whether to stay as a soldier or get civilian lifestyle.

and keep at least 20% of my empire's population being soliders
