Please read the documentation.

activation and deactivation is carried out at 10% of the total number each game month.

Otherwise, the entire deactivation that can save you money, would be obsolete.

in line with this, how do you get the people out of the military forces and have them become normal workers again?

i have deactived all my weapons in one of my countries, but i still got over 40,000 people in the military. i want this people to become civilians/workers for my corps.

also it would be nice if the deactivation could be automatic each month to the level that you want so you don't have to manually do this task.

and it would be awesome to automatically reactive the weapons/military to the percentage (i.e. 90%, 100%) if you don't log in and someone else declare war on you. the manual process now does not allow you to reactive fast enough for a war. say someone declare a war and the war is to be taken place in 10 game months, then this auto activation could do 10% per month (or the percentage you chosen) up to the 10th month and war can start on the 11th month.

when no more fort or military base then no more soldiers?
