War level and contribution level on country score

What is war level and contribution level on country score?
I will now look through docs so if i find answer i will re-post the answer if no-one answers. I'm kinda hoping all I gotta do to get out of this negative number is nuke some players LU...I will cover any fall out....Just message Mother Nature Cryz with a copy of your newspaper report.

I found nothing...nix...nardating....except something about war index and country score....but nix about war PROTECTION (wtf IS THAT??) and contribution level?
