whenever i click reload they never get new units to replace the ones lost in battle even if they are at base! the air units too i have no idea why and it is annoying

shane, for a unit to resupply, a supply unit has to physically bring the new weapons to the unit. This can take time

The indexes do NOT update instantly. The index is an average of several months (as Adam said). This "upward" movement that you describe is simply the index average recognizing that the actual value is higher. The fact that the levels are based on indexes is simplicity of the program code. Why write new lines of code to look at something that you already have? If there are other reasons, then I am unaware and unable to guess.

WAR QUESTION. I AM ABOUT TO ENGAGE IN A WAR WITH A SUPIER OPPONENT. MY COUNTRY IS TO FAR TO DIRECTLY ATTACK SO I MUST AIRLIFT. MY QUESTION IS THIS. SHOULD I AIRLIFT SUPPLY UNITS ALONG WITH THE LAND AND AIR UNITS OR WILL THEY RESUPPLY FROM MY HOME COUNRTY EFFECTIVELY. IF SO HOW MANY NEED TO BE LIFTED
