Disaster Aid (Kebir Blue)

Am I correct in thinking that when you send aid to another Country following a disaster you don't/can't get them back when the problem is resolved?
If you can then perhaps someone would be kind enough to offer an explanation.

You are correct in saying you do NOT get diaster aid back ...

UNLESS : .. The Surplus used by the country sent , is re-sent back to your country ..

This could be agreed .. between you and the Recivee
