Just another newbie looking for CEO's (Kebir Blue)

I've been advised that getting CEO's to my country, Nullarbor, is the way forward. Zero tax is obvious but workers seem to be a sticking point.

The kingdom of THE RIVERLAND is seeking expressions of interest in CEO's building in it's lands. Tax is default setting now but if there is some interest, it'll be lowered accordingly. Due to being a recent expansion, compounded by a 7.1 earthquake, the administration isn't game to forgo the 1B tax revenue from corporations until there is some revenue elsewhere. This could be viewed as disaster relief of sorts. The country seems to be up the creek somewhat.

Still room for more CEO's in Yooperland... 0% tax education slid a little when I added all the new population but it wont be two long before it is up again.
