Then you might want to hang onto them. Swap GCs for population to keep up with the low and medium level worker demand that I found was always short when I started. Not that I have heaps of experience now.

What builds which worker class? I'm guessing a Uni index of 200 or so will make higher level professionals, High School bumps up worker levels and lower management and Primary Schools keep the population of the street and in a factory somewhere (or the army).
